Green field communities where and are built and marketed with completions in a very short time. Combined with the decision to target young couples starting a family, schools built in each neighbourhood are overloaded within a few years and then empty as the next generation moves away from their parents.
Building cities this way is not sustainable and can be changed by retaining community assets. In sustainable communities learning and creation of ideas can extend continuously to future generations.
Adding the apartments which should have been built at the outset allows single family owners without children to move on and leave the homes for another generation.
STABLE CONSTANTLY IMPROVING COMMUNITIES PROVIDE THE BEST ENVIRONMENTS.

The mature neighbourhoods and cores shown in white can accommodate all the increase leaving the communities beyond to fill in the same manner.
THE BEST GROWTH OCCURS INTERNALLY.
Currently the single homes in the mature neighbourhoods are only 1/3 occupied by children.
The emptying of neighbourhoods inside the inner ring is complete and the next major emptying will be the future mature communities a similar proportion of homes in the region are mature.
WHEN THIS OCCURS OVER THE NEXT 30 YEARS THE EXISTING SINGLE HOMES WITHOUT CHILDREN WILL BE AVAILABLE TO ACCOMMODATE NEW FAMILIES WITH CHILDREN.
120,000 family oriented homes will be required over the next 30 years. 150,000 adult existing homes can be made available to revitalize mature neighbourhoods with more children in school and more families to support local services.
THE NUMBERS CONFIRM THAT THE REGION COULD DOUBLE IN POPULATION WITHOUT USING ANY EXTRA LAND FOR RESIDENTIAL USE.
Reducing Infrastructure Cost
Regenerating existing communities and avoiding building new infrastructure reduces new urban costs and long term maintenance.
Currently the city has $20 billion of infrastructure primarily in roads and sewers and annual maintenance of 2 to 5% for another half billion a year.
ELIMINATION OF BOTH THESE COSTS FOR FUTURE CONSTRUCTION AND MAINTENANCE COULD CUT COSTS IN HALF AS THE CITY GROWS.
